Interim Director

David L. Omura was appointed Medical Center Associate Director on September 12, 2012. Prior to his appointment in Columbia, Omura served as the Physical Medicine and Rehabilitation Service Manager and Affiliate Researcher for North Florida/South Georgia Veterans Health System. During this time he provided leadership for the OIF/OEF TBI program and the Rural Veterans Tele-Rehabilitation Initiative (RVTRI).

Due to his close involvement with Human Resources, Performance Improvement, Nursing, Prosthetics, and the Director's Office; he routinely collaborated with VISN 8 and Central Office to address clinical and administrative needs. Prior to his VA career, Omura was employed by the University of Florida (UF) and Shands Healthcare System. Over the course of his eight years with UF and Shands he was promoted from a staff physical therapist into progressively more complex leadership topics and he presented frequently at state, national and international venues.

Omura is a New York native, earning his Master of Science degree in Physical Therapy from Boston University, his Master in Health Care Administration from the University of Florida, and his Doctorate in Physical Therapy from Mass General Hospital Institute of Health Professions. He is a member of the American College of Healthcare Executives and the Federal Asian Pacific American Council. He is a graduate of the VHA Health Care Leadership Development Program of 2011. He is a fellow in the VHA Coach/Mentor program and has served as a lecture and as coach/mentor in VISN 8 Competency Development for Leaders of the 21st Century Program. He previously held an adjunct faculty position at the University of Florida.

Interim Associate Director

Jeffrey Soots was appointed as the Interim Associate Director of Dorn VAMC for the next 120 days. Soots has direct oversight of the eight areas included: Fiscal, Human Resources, Logistics, Engineering, Safety/Emergency Mgt., Business Office, Strategic Planning, Privacy / Freedom of Information.

Previsouly, Soots served as the Chief of Logistics, Dorn VAMC in Columbia, SC, on July 30, 2012. His current duties consist of overseeing $110M dollars’ worth of equipment, $40M dollars’ worth of contracts, $30M dollar budget for all disposable medical supplies, 2.5M reproductions, 1.5M pieces of mail, 120,000 packages and distrubtion of 8000 burial flags throughout the state of SC. The most important aspect of his job is the world class logistics support provided to every Veteran that visits Dorn or our neighboring CBOCs.

He has spent the last 25 years in Logistics for the USAF as the subject matter expert for all Logistics related issues. Previous duties included Director Consolidate Storage Program Kaneohe Marine Corps Base Hawaii and as the PACAF Program manager for 350 personnel at eight different locations; responsible for 25 facilities and 900 pieces of equipment valued at $125M dollars. Providing cradle-to-grave logistics management and lean initiatives as regional manager to review production processes for 750 aerospace propulsion engines. Ensured stock controls and supply management processes were successful to meet the demanding PACAF mission spanning 140M sq. miles.

Chief of Staff

Dr. Bernard L. DeKoning was appointed Chief of Staff on January 26, 2014. DeKoning graduated from the University of Illinois in 1978 with a BS in Chemistry and Biology and received his MD from Rush Medical College in 1982. While in medical school, DeKoning enrolled in the Defense Department's Health Profession Scholarship Program in 1980 under sponsorship of the US Army and later completed a Family Medicine residency in 1985 at Rush Presbyterian St Luke's Medical Center in Chicago, Ill.

Beginning with this first assignment, DeKoning's 28-year military career in the Army included tours as a staff family physician or commanding officer at hospitals, clinics, military headquarters, and a biodefense research laboratory in the United States, Europe, Southwest Asia, and Central America. DeKoning also completed deployments to Honduras, Kosovo, and Iraq. DeKoning retired from the Army in 2013 and continues his career in serving the Veterans and staff at Dorn VA Medical Center.

Due to his close involvement with clinical education and research, DeKoning maintains close ties with all affiliates, including the University of South Carolina and Palmetto Health University Clinics, as well as Moncrief Army Hospital and Shaw Air Force Base in South Carolina.

Assistant Director

Ken Thibodeaux was appointed as Medical Center Assistant Director in January 2016. He has direct responsibility for Police, Environmental Management, Chaplain and Food and Nutrition services and indirect responsibility for the Canteen, Office of Information and Technologies, Prosthetics, ISO tenant services. He is Dorn’s liaison to the NCA and local Vet Centers.

Prior to the VA, Thibodeaux, an Air Force Veteran, was a drafter/designer in the petrochemical industry. In 1997, he completed a four year nursing program in Atlanta, where he also worked as a VA Learning Opportunities Residency Program student nurse at the Atlanta VAMC.

His nursing work in the private sector included several years at the Shephard Center where he specialized in spinal cord and brain injury rehabilitation. Inspired by his VALOR experience, he returned to the VA as a Graduate Healthcare Administration Training Program resident at the Asheville VAMC located in Asheville, N.C.

Thibodeaux holds a Baccalaureate Degree in Nursing from Georgia State University in Atlanta; a Master Degree in Business Administration from GSU and a Master Degree in Health Administration from GSU.

Thibodeaux served as the chief of Consolidated Care at the Anchorage, Alaska, VA Regional Office; chief of Health Information Management Section at the New Orleans VAMC and Assistant Central Business Office at the Palo Alto VAHCS. He has also worked as a Health Systems Specialist in the Office of the Principle Deputy Under Secretary for Health at VA Central Office. He spent three years as the the Veterans Integrated Service Network 20 OIF/OEF/OND point of contact and Polytrauma Program Coordinator. Prior to his appointment at Dorn, Thibodeaux was the Special Assistant to the Medical Center Director and facility Strategic Planner at the Grand Junction VAHCS located in Grand Junction, Co. He was also a member of the VISN 19 Strategic Planning Board.
