Non VA Coordinated Care Program NVCC

NVCC is a nationwide effort to improve and standardize non-VA medical care coordination (Fee Basis) processes across the VHA.  The NVCC initiative is primarily focused on standardizing front-end non-VA processes by: 

1. Deploying standardized non-VA consult/referral templates across all VHA medical centers. 

2. Implementing new tools and Standard Operating Procedures (SOPs) to improve the way we coordinate Non-VA Medical Care services for Veterans.

Non-VA Care Consult/Referral Review process begins once a VA provider generates a standardized Non-VA Care Consult/Referral using the Computerized Patient Record System (CPRS).  The process ends once the Non-VA Care Consult/Referral is either administratively and clinically approved or not approved for authorization.

Appointment Management process begins when a NVCC team member receives notification of an approved Non-VA Care Consult/Referral within the Computerized Patient Record System (CPRS) and authorizes Non-VA Medical Care services within the Fee Basis Claims System (FBCS).  The process encompasses the steps taken to schedule the appointment(s) for the Veteran with the non-VA provider and ends once all required clinical documentation is received from the non-VA provider, the appropriate documents are scanned into VistA Imaging, and the associated CPRS Non-VA Care Consult/Referral is closed.

Pre and Post-Appointment Patient Contact process begins when a NVCC team member receives an approved Non-VA Care Consult/Referral.  A pre-appointment telephone call is made to the Veteran by a VA contractor (HealthNet) or by a Dorn VAMC Non-VA Coordinated Care staff member to  discuss as to a community provider whom the veteran may be scheduled with for the requested service (s), and preference for date and time of appointment.   The post-appointment telephone call process begins once the scheduled appointment has occurred and the NVCC team member calls the Veteran to ensure successful completion of the appointment.

Hospital Notification process begins when any staff member at a VA medical center (e.g., NVCC team member, Transfer Nurse, Administrative Officer of the Day (AOD), etc.) receives notification that a Veteran has been admitted to an emergency department or is in an inpatient status at any non-VA facility.  The process encompasses the tracking of the Veteran while he/she continues to receive care from the non-VA provider and ends once he/she is either transferred to a VA medical center, discharged; and is no longer receiving treatment from the non-VA provider.
